Biography
The Historian transforms observations into history.
Unlike Nash, the Historian is explicitly interpretative.
The Department maintains that history does not exist until someone attempts to write it.
Responsibilities include identifying eras, naming civilizations, proposing chronological systems and producing chronicles.
Narrative Time was introduced by this Department so that histories could be written in years rather than simulator ticks.
Narrative Time never affects simulation physics.
